He is swiss army knife of frames. he can: shield gate with his 1, heal and buff weapons with his second, generate insane amont of energy with his third and his 4 can be used either as panic button when you need to be immortal when shit hits the fan or used constantly if you need big juicy red crits. Problem is that he is kinda selfish, he needs to personally kill enemies to heal and generate energy unless you have augment for his 1 then you only need to chain enemies to generate energy. My theory is that harrow is kinda... too complicated for people? What i mean is that you really need to pay attention when using him because you need tu use all of his abilities constantly. That's why Wisp is more popular. She is also strong buff frame but more braindead and easy to mod.
