Kiga has had no time in the manga at all. She appeared in ch.196 and in that chapter she appeared in over 30 panels but that's cause it's just a spam on panels with not much going on in them. She hasn't really had a meaningful appearance yet.
It's a little too early to say she's "just a gag character."
