Based solely on the wording in Hoyo's own promo page thing for Ineffa (ironically) this doesn't seem to be the case
We'll see once we get the tooltips on the other Nod-Krai characters but it seems like this is just something that's going to be tied to the characters from the region rather than one single character like Nilou bloom
