This shouldn't surprise you if were even paying just a little attention. The Soviet Union itself only fully "collapsed" in the 90's, and while it's true that plenty of Jews fled to other places like the west, there's plenty that stayed too. Putin himself was an ex-KGB agent that was probably groomed for the position he's in today and that's not even including things like how communism itself was a Jewish creation.
