Animals (generally) don't have the necessary karma to go to heaven and instead reincarnate as increasingly higher animals until they're human.
But there are ways they can go to heaven:
>They do a virtuous deed way above what's expected of an animal
like that cat who saved an old man from drowning by bringing him a cell phone
>If a spiritually advanced human purifies their karma for them
>they happen to do a ritual (like a circumambulation of "holy" object with lots of positive intentionality put into it)
>They comfort a lot of people especially those who dying.
