The 90s were pretty interesting because they started out barely different than the 80s, then grunge kicked off in '91 and turned that culture on its head, then the internet started to actually take off and the dot com boom combined with way more broad market access and American dominance caused the economy to fucking explode and the culture became increasingly care-free and hedonist in a way not really seen since the late 60s, with a lot of trends intentionally even taking influence from then. The decade ended with Americans objectively more prosperous than they ever had been with talk of "the end of history", "the sole world hyperpower", "a post-racial society", and other starry-eyed views like that. There was also this undercurrent of dread though like everything was falling into a dull routine that media was increasingly reflecting at the time with growing concerns about the role of technology and what the internet might actually do to society. Then 9/11 happened and that was the end of all that.
But yes, cartoons that are outdated. Bart's entire attitude feels kind of quaint today, but when the show first premiered in 1989 he was legitimately seen as a hugely controversial character and the show sometimes took influence from that.
