They can get a "loan" (0% interest, gets paid off directly from their future salaries) from Cover if they want, but other than that they do not get any funding unless they are able to convince the higher ups whatever they want to make will benefit Cover as a whole and push Hololive as an entity forward - obviously concerts and music that focus on a single individual aren't going to do that, even if they are someone like Marine. Think stuff like Hoshimatic_Project for the kind of scale you are looking at here.
