His ulterior motive was to pretend to be Maestro and unite the world against him (or something like that). Samson had NO idea about what was going through Hulk's head at the time.
In fact, two issues before that it's been said pretty clearly that him shifting into human form would kill him because of the shrapnel. And Samson was wondering during that fight why Hulk isn't transforming into Banner despite his apparent rage - and the answer is because he was PRETENDING to be trying to murder Thor.
