I think cuz the problem they have is that its very expensive to raise children, not that people suddenly dont want to have children.

So if there is a male that wants a child and can afford it he would have one with his wife not with a frozen egg.

Plus getting eggs frozen is hella expensive, it would be an investment of 10k? per child, if they want to use that to get the population bigger by 10k people that would be an investment of 100M which is a huge expense for such a small growth, it would be better for them so subsidise education or day care, instead of subsidising frozen eggs
