The first time I read the webcomic, I thought that whole thing was amazing. Saitama's strength and non-chalant attitude, Garous basically coming out and saying he wanted the perfect hero he couldn't be without realising, even begging Saitama to be that and justify his strength.
But then I read it again, not this time around but another re-read, and understand that the point is that his idea of being pure evil and an enemy to the world is nonsense exactly because, simply, somebody stronger exists; it hangs completly of nobody overpowering you, and that's always the issue with strength as a solution: the moment somebody that's opposed to you is stronger, then no matter how "right" you are, you lose. Because it was a match of strength, not of logic or morals.
Garou world view was childish, but the insane world they lived in enabled him to almost pull it off regardless and have people play along, willing or not. It took somebody even more insane to stop it all; Saitama.
Maybe this is obvious, but I wanted to put it in words.
