It really depends what you are using them for. For instance, this guy (THE Sniper Gawd) is meant to be extremely pesky to kill at long range. The extra crouch speed, though not maxed, does allow him to crab walk in and out of cover. He takes extra medkits, so healing extra and being downed instead of killed means he has 2-3 lives, basically.
