I thought that sounded strange and then I went and checked.
The opening intro is 18 minutes long. OP didn't finish watching the intro.

Regardless the gameplay doesn't start opening up until after the tutorial section dungeon/boss when you get to Rispadar about an hour into it. (assuming you actually watch the intro and explore)
Personally I thought the story started moving properly by the Volcano area which is around three hours in.
