Where are you getting this from? They were tribal and then organized under an absolute monarchy by the time they took over planet Tsufuru. They run an absolute monarchy with heavy nepotism based on your birth caste. Bardock was as strong as King Bejita by the end of Father of Goku and was still described as "low class".
