XIV 1.0 was announced as a PS3 exclusive, and then SE barely talked about it anymore when it actually came out(the announced PS3 version never came out).

ARR had invites to beta tests, actual ad campaigns run for it including television commercials, and launched on the console it was announced for. XI and XIV actually have a sizeable amount of console players, and it's quite likely that in 2011 a large amount of the target Japanese audience didn't have PCs that could run the game.
