There's a reason why you can have nearly the complete canon of one-man army directors like Tsukamoto and Toyoda on Blu-ray, because anyone who wants to put their stuff out can just DM them on social media and work with them directly on it. The guy who runs Third Window had to go to Toei's offices about licensing a movie and there were literally 2 people working in their international division and so they have no power to make any moves.
