They can reindustrialise but not with capitalism (for-financial-profit operated economy) or representative democracy.

They can purchase means of production (machinery) from those who still make it. And once they have enough, they can start making their own machinery and machinery making machinery again, from ore to finished product.
But not with capitalism or representative democracy. And it would take years and years of sustained national effort and the willingness of China and others to allow it or even support it.

They can rebuild the generational knowledge. They can rebuild the industrial base. They can rebuild their education system. They can rebuild their infrastructure. They don't have the political will though. At least not yet.

All of that can be fixed with some time and the necessary political will / sustained national effort. It's the political will and the unity which they lack most of all.
