It's funny, I was dreading the return to 99 too when I read it, but the tragedy happened so fast and so little build-up that it didn't affect me as much as I thought it would. Stable 99 was already portrayed as a miserable place, and Gin Rummy's character was barely explored at all. And IMO Somber does an okay job of pulling out of the tailspin with Spike's reveal later on.
If you want a bit more closure I still suggest reading up to Chapter 25. Then stop and imagine your own alternate ending where they all become Reapers and have wacky wasteland adventures until Littlepip fixes everything.
