A: Adjusting accuracy is a basic function of the radar. Radar and Bail Out are both 「Basic Triggers」, and anybody can use them however they want at any time. Radar constantly drains a minute amount of Trion when in use (and when turning up the accuracy the rate of this drain will increase), thus units will often let the agent with the most amount of Trion use it. Which is why it was Satori who activated the radar.
