No, they do not. If they went any lower than your belly button, it reduces your mobility, and makes you less likely to get shot. Heavier armor may have some soft armor go lower down the torso, but not a plate carrier.
You're just confused because plate carriers aren't typically worn a crop top and low-rise pants like the waifu in the OP is wearing.
