Megaman also suffered from game development becoming too expensive. You can't make what's practically a ROMhack that lasts a few hours and re-sell it at full price, (same thing goes for Pokémon which abandoned the 3rd versions of their respective generations and opted for DLC expansions, which Megaman 11 didn’t even get) and there's no budget to make them and sell them cheap because they need a decent budget of people who know what they're doing and making sure it runs properly on Nintendo, Sony, Xbox and PC.
