It's inspired by more than cartoons, it's also pulling from cartoony Y2K aesthetic a lot of Japanese games had and it's still very much Japanese in how the drawings are built but you just watch and know generic anime to not be aware of it.
Anime always been inspired by the west but now it's too homogenized because anime is just inspired by other anime and nothing outside it, needs to grow as a medium and take influence everywhere nothing will change and will always just have the same generic crap that you love.
