Kind of, yeah. Except the targets are different. In fact, one part of the plot of DN I had a hard time believing was the killings actually having a significant effect on street-level crime, even though not even the threat of execution IRL stops it.

Sure sounds like it, doesn't it? But if you think about it, isn't the world kind of insane already? Thousands of lives are ended or ruined daily over little more than for the sake of some guy's power trip. Giving them a taste of their own medicine would be satisfying in and of itself even if it didn't help things otherwise.
