Yeah, they also eat it over there, but in general, horses are just fed to zoo animals, etc. Imagine how much it'd cost feeding a big cat or other zoo carnivore with perfectly good beef instead of just cheap leftover horse. The animal glue industry is niche now and they just utilize leftovers from other livestock industries, like pigs and cattle, or specific glues made from rabbits and fish.
It's specifically not done with famous horses though, due to backlash.
