HSR's dev team knows that they're making a video game that their customers play because they just want to be entertained rather than read some pretentious drivel. Turn based gameplay with the occasional cool looking cinematic is all that matters, everything else is just padding to keep people logged into the game so they don't go somewhere else.
Genshin's dev team on the other hand knows their customers are drooling retards whose frame of reference for 'peak storytelling' consists of weekly shonen manga and the latest seasonal anime, so they can skim through random articles on Gweilopedia and throw in a few names or superficial references for their cattle audience to gawk at. Everything is of course planned out years ahead of time except the parts they have to work on in the immediate feature which is why they need to divert the story with filler regions, but thankfully they know their stalwart defenders will let them get away with it by conjuring up nonsensical explanations for how it actually was their plan all along despite the writers saying they made it up on the spot

In case you haven't realised it by now live service games are absolute trash for telling a story but that certainly won't stop the addle-brained dimwits who lap it up from accusing everyone else who doesn't buy into the hype for being an ADHD zoomer. This objective fact infuriates both parties to no end because it reminds them of their mediocrity
