Russia's Foreign Intelligence Service claims that "Great Britain's special services plan to involve their NATO allies to start a massive hunt on the 'shadow fleet'." It should be launched with an "incident" involving one or several shadow fleet tankers. "The loss from it will allow to announce transporting Russian oil a threat to all international shipping. This will set the West's hands free in choosing their methods of reaction. They can involve detaining any suspicious ship in the international waters and convoying them to the ports of NATO states" the Service's website claims

It outlines two possible scenarios: an oil spill somewhere in a narrow spot, e.g. a strait, or a fire on a tanker that would damage port infrastructure and other ships, the Service claims, citing no proof (obviously). It also claims that London would delegate the job to Ukrainian special services (again, obviously)

The end goal for that is to push the United States to approve harsh secondary sanctions against purchasers of Russian oil

It's unclear whether the Russian Foreign Intelligence Service plans this as a false flag operation or an explanation of secondary sanctions against Russian oil to the Russian people However, it is obvious that the Russian shadow fleet presents a significant environmental threat, as well as financing Russia's war machine
