If your tax base is entirely dependent on illegal slave labor, thats a YOU problem. They deserve to go bankrupt (they wont). Thats not how state finances work, they have covenants in the bonds they issue that they will raise taxes to pay the bonds, etc.

So when you see states talking about bankruptcy its more like 'we have to start doing xyz to prevent bankruptcy 10yrs from now' its not like corporate bankruptcy.
