In this moment Cooltarou is reprimanding Yayoi for the dangerous thing she did. He seems more confident in what he says, whereas I feel Keitarou would have a bit of a "oh no should I really say this" kinda feel to him.

Right; I don't blame this change on the author. This was possibly done due to the intended demographic.
If you think about it though, imagine how much darker and cooler this manga would be if the author didn't have to hold back? This series is marked as shounen, so I assume they're holding back a lot of more intense things, and more adult-male relatable situations.
