Am I the only one who thinks this was a massive fumble in design?

>evolve into steel type
>enormous potential to build off the "bug with cool sword arms" concept when adding steel
>take away the cool sword arms and replace them with non-threatening crab claws
>hardly even looks metallic
Every time I look at him, I feel a ton of wasted potential.
