The only actual thing OC needs is a 144-player instance cap. That alone would resolve a huge portion of problems and make it feel more alive besides.
FATEs don't need HP buffs either, they just need to scale properly. Right now most of them have about 3.1M base HP and that's perfectly reasonable for a solo player to chop through even on tank, but they only seem to rescale up to a point or only once per pull because someone will pull and then 15 seconds later 20+ more people are in range - so it has like 18M HP that then gets cut through in seconds by a group thrice the size of what it's scaled for.
