Note that this is a small city of 200K, smaller than Kherson city and half the size of Mariupol.
And yet it holds massive amounts of military installations.

Just as an example, Ben Gurion university <50m from the Soroka hospital hosts the IDF Technology Campus.
They either already have or are in the process of moving the Telecommunications Division and elite 8200 (Intelligence) Unit to the city.
They host the IAF Technological College (pilot training for IAF).
The Southern command of IDF was also located in Beer-Sheva, officially in the old town ~2km from the hospital and are in the process of moving south (still in the city, but out from the center).
They also host the Camp Natan army base...

In a city of 200K.
And I am certain that I have missed a bunch.
I would make a guess that a very large chunk of all jobs in that city are directly related to IDF and if it was just randomly nuked/bombed I think the military to civilian casualty rate would be better than what the Israelis produce in the Gaza operation.
Possibly even better than a typical amerimutt war.
