I think it's just part of their culture to shut up and take the bullying. Kishimoto has enough clout and Naruto royalties to never lift a finger again if he doesn't want to. ONE has Mob Psycho, sure, but he’s still a newbie in the pecking order. Murata's got way more clout than him, so throwing him under the bus would make ONE look bad.. assuming he even could. Maybe ONE's signed contracts to keep his mouth shut, who knows. That’s my headcanon.
Honestly, it could be that both are screwing this up together, but the manga feels so far off from the webcomic that it’s hard to believe ONE’s actually signing off on all this trash.
