This is excellent game design though, and exactly how it should be. Imagine advocating for staling gameplay and discrepancies between your combat abilities and the actual progression of your characters in the story. Only actual brainlets would complain about that.
And unlocking the 3rd combo attack, and pretty much 99% of the battle system, happens in chapter 3. Which takes 10-12 hours. Try playing other jrpgs, like, I dunno, Tales of Vesperia, that doesn't have an enjoying battle system until +20-25h in, yet I see nobody complaining about it.
