It's literally useless to even include the people rural China anyway as they're so few and far that they don't even have the sufficient capacity to make a noticeable difference on the test results.

Seriously, look at picrel. Everyone in China practically lives near the coast and like 3 people live in the rural places. Even the end of the article admits it, barely any kids in rural China are in school combined with the fact that hardly anyone lives in these place equates to an insignificant amount of students in these places.

So China's result in all honesty isn't going to be skewed if they exclude a couple of rural, low population provinces.
