Most artist will be cool with the idea just so long as it's just one you're making for yourself and don't sell the fucking things.
as per your idea it can work, but acrylic is not that hard to cut and i'm guessing there should be places even in your town that could do it. The print is another matter entirely. You can do a sticker like you said, but like I mentioned services that make these are not hard to find.
what you might need is a good size full body image of your character. if there are any, and some minor editing.
