-The money consisted of large 500 euro bills ( not a crime )
-No reason to have it ( not a crime )
-Risk of theft ( not a crime )
-Some of his contacts had a criminal past ( not a crime )
-He did not mention those contacts on this tax file ( not a crime )

Conclusion by DOJ , he must be criminal because .. well.. all those non-crimes might be because of money laundering.

In the Netherlands you don't get convicted on based on evidence of crimes but on assumptions of imagined possibilities.
