Are the Police even useless in Skullgirls?

Like it has taken Parasoul and her team to fight the Medici and it also takes Peacock (A literal child psycho war orphaned toon killer) to kill Lorenzo herself despite the Police ain't doing shit to charge him for the death penalty due to the amount of crimes he's done.Lorenzo is part of a fucking Mafia for gods sake.

I'm possibly wrong since I half know the lore but still.
