Really the idea of rebellion even being an Avenue worth pursuing is dependent upon an alternative power structure. Failing this leaders will appear at the community level or as corporate hegemonies, the next viable PS and this has been war gamed by them often. If the government is this ineffectual, they need only provide basic needs to gain grassroots support, something possible if you barter and create as a collective, truly a weakness of governments. If local non corporatist, you'll see the means to provide for a vulnerable and dissatisfied populace drops off significantly. One might at best keep their neighborhood cohesive and perhaps grow slowly if successful in not starving to death. But as a substate actor grows, so does the chance of the government taking notice and using the violence they often have a monopoly on.
