can i see a source? those are surprising numbers.
some narratives of Lincoln describe a fight to get the north motivated for a war to restore the union. maybe that was the case early on, and the volunteers were much more commonplace as the war wore on.
furthermore 6% being people who could afford draft replacements suggests the cost was quite low but idk.
