So why do the different agencies of the DHS need to be separated? Does each individual allocation also need to be separate? Do there need to be separate allocations for each distinct appropriation within each agency? For example, does the Border Infrastructure and Wall System need a separate appropriation from CBP? Do CBP personnel and CBP equipment warrant separate bills as well, or are these a single issue? How about the budgets for their office parties, too? We can't integrate a separate issue like that into the personnel bill after all, can we? Furthermore, besides your failure to fully articulate your belief, you have failed to actually provide any justification for the idea which you claim to uphold.
