Komaeda being the only one to get gagged up and bound and chained with a leash (?!) isn't because of plot or anything, it's because he's the character with the most sex appeal between Maki and Togami and any other shitstirrer, including Oumer. They were fighting a losing battle when the real masochistic bratty bottom showed up.
