Functionally, yes. Her primary function is to blow up DoTs, and with the buffs she'll blow them up more and better. She's never been a "carry" in the same sense that Acheron is, or Firefly is, or whatever. DoT was a total meme team before BS existed, if that didn't clue you in to what I'm saying idk what will.
