I don't think there's enough jobs for that, it worked on São Paulo because its a literal megacity and there's never enough hands to work, and Rio is a big city on its own, but it won't be the same down there. They won't go all the way there to become homeless and the locals for sure will not allow them to build favelas unless they have been extremely cucked.
