Before the 1917 revolution Ukraine never existed as a state and during the revolution UPR (Ukraine People Republic) had this border until it was reintegrated into USSR
And after 1991 republics should stay within the borders they had when they entered the USSR according to the founding documents of it
But piggers took more land that they had originally and it caused conflict
