The key word here is reconstruction. The entire Korean Peninsula was practically destroyed to the point where it looked like it got nuked. The US and many other countries of course had to step in a provide aid in anyway they could to rebuild SK.

The Philippines wasn't destroyed like South Korea and Korea in generally so spending billions upon billions on aid for a foreign nation that kicked them out was nonsense.

The SKs fought against the communist for the US and they repaid them in terms of billions of dollars of aid and helped them reconstruct their country.
