I believe Lunatone and Solrock only have a few cards that don't have some sort of synergy when both are in play.
Latios and Latias used to be this way too, and they even tended to have a gimmick of offering some sort of hate-effects (immune to damage from certain sources, do extra damage to certain targets, shut down certain abilities) making them decent tech options when you knew what you were building your deck against.
Pic tangentially related: there was a period of a few years between when Rocket's Admin rotated out and Judge was released when the most viable hand-disruption was Team Galactic's Wager. This meant that playing in a tournament setting you would be playing a fair amount of games of RPS while playing TCG. And because the most dominant deck of the era was Gardevoir/Gallade, Gardevoir's power made it so they could use the effect of a Supporter card from your discard pile, so when you TGW'd them, they could hit you with it every turn after that, lol.
