Yeah her build guide even requests her build more cd items like ionian boots and cosmic drive so she can essentially spamm it and and gain bonus ms while doing so, it's very unfair for the enemy team since she kinda has no disadvantages unless you're mele though she builds DoT items on top of ms so she is more than capable of just shredding you as you approach her and is immune to spells if you want to catch up to her, she needs major adjustments bad.
