There are far too many unproven angles to your strategy here. Additionally, your mind is flooded with notions of modernity being relatable to ancient construction strategies. When you look around the world, nothing exists today, built in any real relatable way, that compares. They didn't need a "manufacturing sector," for chemicals... because there wasn't 8 billion people, nor were the majority of them within any type of functioning economy.
