To my knowledge, this spawning shit we've got in 2 is pure procedurally generated laziness relying heavily on always online interactivity and 0% offline registration which is the reason AI genuinely pops in and out of existance in accordance with the players poisiton. For them, there is no reason to simulate further than 150M they'll just use the excuse "that's how it happened" which is l perfect for low level thinking console scum.

For us, however, we'd prefer a 1to1 recreation of the levels and characters and respects to their presence in the world at all times regardless of the amount of frames we'd get. The alife distance can get put high as 1600M meaning the entire level is always active, then remove the offline cleanup and that's sufficient to accurately portray the quests. Then it would just fall down to how many AI are getting spawned in the first place to keep it moderately playable
