Bungie were always kinda stupid and prone to some small mistakes in terms of attachments and gun functionality, but nuBungie is even more so.
Mountaintop got IR illuminator/laser mounted in a bad spot, plus it was put backwards, so laser/flash are actually targeting the user.

TL;DR: don't think about it. Bungie didn't.
