I fully agree, I even went to that new pier they've built near Chasca's place only to see there weren't any NPCs on the boat that'd take you to the island. What's even worse is that in the literally first scene on the summer resort your meeting with Bennett is interrupted by Chasca and Mualani who arrive on the very same boat that's docked near the FC tribe
